The Changsha Administration for Market Regulation announced on January 8 that the number of business entities in the city reached 1.777 million in 2023, recording a 13.6% year-on-year increase. A total of 354,000 new market entities were registered in 2023, up 12.9% year on year. More than 85% of government services related to startups were handled online.
Changsha has carried out a gradient cultivation campaign for 11 key industries and enterprises, standardized the business format of transforming residential houses into commercial ones, and issued interim regulations on strengthening the examination, approval and supervision of market entities to ensure public safety. Driven by a series of policies, the number of business entities continues to grow.
In 2023, the city's market supervision system focused on the goals and tasks of the "Year of Business Entity Quality Improvement" and the "Year of Construction Quality Improvement", continuously optimizing its business environment. Registration facilitation has been promoted and the online one-stop government services mode fully applied to satisfy project demand and solve the most pressing difficulties of high concern to enterprises. Additionally, an industry comprehensive licensing reform has been implemented, leading to a reduction of the examination and approval items by 76% and significant cost savings of opening stores by hundreds of millions of yuan.
