On April 4, the Changsha Customs convened a promotion conference on fully implementing policies on tax and fee cuts and serving high-quality development of enterprises. According to the conference, the Changsha Customs handled import-export duty concessions involving 336 million yuan under various preferential trade agreements in the first quarter.
About 250 million yuan of goods benefited from the Regional Comprehensive Economic Partnership (RCEP) agreement and enjoyed a tariff reduction of 3.6 million yuan, up 4.2% and 2% year on year. In terms of exports, the Changsha Customs issued 441 certificates of origin for goods worth a total of 236 million yuan under the RCEP agreement. The benefited export products were mainly shoes, daily-use ceramics, chemical products, knitwear, and fireworks and crackers. In terms of imports, the Changsha Customs accepted 19 import declarations worth 14.04 million yuan under the RCEP agreement. The benefited import products were mainly rubber and low density polyethylene film.
At the conference, the Changsha Customs issued certificates to the first batch of 15 approved exporters of Hunan Province. Approved exporters recognized by the customs has the capacity to make out origin declarations under five free trade agreements including RCEP and New Zealand–China Free Trade Agreement. The origin declarations enable themselves to enjoy the same preferential tariff as certificates of origin issued by the customs. This helps improve the flexibility of enterprises' logistics and the efficiency of customs clearance.
