The All-China Federation of Industry and Commerce (ACFIC) held a meeting on the business environment in Kunming, capital of Yunnan Province on December 27, 2023. It released the result of an annual survey "10,000 private enterprises evaluate business environment" at the meeting. 

Hunan Province was shortlisted for the Top 10 Provinces and Top 10 Reputable Provinces in business environment. Changsha was on the lists of the Top 10 Provincial Capitals and Sub-provincial Cities and the Top 10 Reputable Provincial Capitals and Sub-provincial Cities in business environment. 

ACFIC has rolled out the annual business environment evaluation for five consecutive years. More than 140,000 private enterprises participated in the evaluation of this year, evaluating 31 provinces, autonomous regions, municipalities, and the Xinjiang Production and Construction Corps (XPCC). 

The Top 10 Provinces (Municipalities directly under the Central Government) in business environment are: Beijing, Shanghai, Jiangsu, Zhejiang, Anhui, Fujian, Shandong, Hubei, Hunan, and Guangdong. 

The Top 10 Provincial Capitals and Sub-provincial Cities are: Nanjing, Hangzhou, Ningbo, Hefei, Qingdao, Wuhan, Changsha, Guangzhou, Shenzhen, and Chengdu. 

According to the results of the "provinces and cities with the best business environment" evaluation by private enterprises, the Top 10 Reputable Provinces (Municipalities directly under the Central Government) are: Beijing, Shanghai, Jiangsu, Zhejiang, Anhui, Fujian, Shandong, Hunan, Guangdong, and Sichuan. 

The Top 10 Reputable Provincial Capitals and Sub-provincial Cities are: Nanjing, Hangzhou, Ningbo, Hefei, Qingdao, Wuhan, Changsha, Guangzhou, Shenzhen, and Chengdu. 

Hunan has focused on fostering market-oriented, law-based and internationalized business environment in recent years. The provincial authority has listed optimizing business environment as a key work in the provincial plans of the "Three Major Supports and Eight Key Points" and the "Six Battles for Development". It rolled out a "Six Ones" working plan to establish a ranking of top 100 private enterprises; a New Hunan Contribution Award; a service center for private enterprises; a supporting policies manual for private enterprises; a joint conference office on optimizing the economic development environment; and, a platform for market application of the sci-tech outcomes. The "One-step Approval Process" administrative service has been further enhanced. All these efforts have created a favorable environment for development, and provided vigorous supports to private enterprises to grow stronger.
