On December 18, the Sany Hunan-Hainan Intelligent Manufacturing Industrial Park in Hainan has completed the earth excavation process and is now prepared for the construction of the main structures on the ground. The park is located in the Hunan-Hainan Co-constructed Advanced Manufacturing Industrial Park in Dongfang City, Hainan Province. It is China's first industrial park co-constructed by a pilot free trade zone (FTZ) and a pilot free trade port. And the first batch of three projects will start operation next year.
This year marks the 45th anniversary of China's reform and opening up, and also the 10th anniversary of China's pilot FTZs construction. Hunan and Hainan provinces have taken vigorous efforts to dovetail the construction of Hunan's "Three Hubs" and Hainan's free trade port with the major national strategies. The Hunan-Hainan Co-constructed Advanced Manufacturing Industrial Park will be taken as a platform of strategic importance for promoting in-depth cooperation between the two provinces.
Located in the Gaopai Port Area of the Dongfang City Port Industrial Park, Hainan, the Hunan-Hainan Co-constructed Advanced Manufacturing Industrial Park is facing Vietnam across the sea. Moreover, it is next to the Basuo Port which links to 29 countries and regions around the world and is an important hub port connecting to Southeast Asia and Africa.
On August 20 this year, the first batch of three projects of the park started construction with a total investment of about 1.7 billion CNY. Sany and Zoomlion planned to construct a global construction machinery remanufacturing and maintenance center and a SKD (Semi-Knocked Down) factory respectively. The Hunan Xiangke Holding Group would build a special equipment sci-tech innovation base. These three projects have been pushed forward at a record efficiency in cross-provincial enclave industrial park construction, with only three months spent on the procedures from locating, contracting, land use approval, to ground breaking.
According to the plan, the park will comprise an advanced manufacturing integration zone; a gold, jewelry, and jade processing cluster zone; and, an African non-resource products intensive processing zone.
The Hunan-Hainan Co-constructed Advanced Manufacturing Industrial Park will be jointly constructed and managed by Dongfang City of Hainan Province and the Hunan Pilot Free Trade Zone Changsha Area. It will rely on Hunan's construction machinery and other advantageous industries as well as the maritime logistics and tax policy advantages of Hainan's free trade port, focusing on building a construction machinery remanufacturing and export base and a special equipment trading center, and establishing a M2C (Manufacturers to Consumer) mode to serve the main overseas markets including Southeast Asia and the Middle East.
