On January 15, at a comprehensive service window for market access of Liuyang Citizen's Home, the staff issued a business license for a foreign-invested import and export trading limited company. This is the first foreign-invested enterprise business license issued by the Liuyang Administration for Market Regulation since it was officially authorized by the State Administration for Market Regulation to register foreign-invested enterprises.

On December 8, 2023, the State Administration for Market Regulation issued a document granting 16 units the right to register and manage foreign-invested enterprises. Three of the units are from Hunan Province, including the Liuyang Administration for Market Regulation. This means that foreign investors in Liuyang can enjoy "one-stop" services nearby, greatly improving the convenience and sense of gain of foreign-funded enterprises.

"In order to further deepen the reform of streamlining administration, delegating power, improving regulation, and upgrading services, implement the 'One-step Approval Process' reform, and provide better services for foreign-invested enterprises, we have actively pursued the capability to register and manage foreign-invested enterprises starting from May 2023," said a person from the Liuyang Administration for Market Regulation. 

There are currently more than 340 foreign-invested enterprises in Liuyang. And the number of foreign-invested enterprises is still growing. They have been injecting new vitality into the high-quality economic and social development of this county-level city.

The establishment, alteration, cancellation, and filing of foreign-invested enterprises currently domiciled in Liuyang, excluding foreign-invested joint stock limited companies, resident representative offices of foreign enterprises, and foreign (area) enterprises engaged in production and operating activities within the territory of China, can be handled at the Liuyang Administration for Market Regulation. For the registration of foreign-invested enterprises, the applicant only needs to bring relevant documents such as identity certificates of shareholders and the certificate of using the domicile.
