An observation of projects aimed at promoting the manufacturing industry of Changsha's industrial parks and zones was held on September 5. A work promotion meeting was convened afterwards. Zhou Haibing, vice governor of Hunan Province and mayor of Changsha City attended and delivered a speech. 

He stressed that the whole city should adhere to the "Three Hubs and Four New Mission" blueprint, thoroughly implement the spirit of the Fourth Plenary Session of the 12th CPC Hunan Provincial Committee, and strengthen its responsibility as the provincial capital. 

He called for efforts to vigorously advance the building of an advanced manufacturing hub of national importance, carry out work on boosting the manufacturing industry of industrial parks and zones in a deep-going way, effectively upgrade and appropriately expand Changsha's economic output, and make industrial parks the primary engine driving the city's high-quality development.

Municipal leaders He Zhaohui, Peng Huasong, and Peng Tao participated. Xu Fan, secretary-general of the Changsha Municipal People's Government was present.

Before the meeting, persons in charge of the city's 12 industrial parks and zones and relevant municipal departments paid a field trip to the Yuhua Economic and Technological Development Zone. They inspected six projects there, including the BYD Welding Phase II Production Line, Sunrise Intelligent Equipment 5G Unmanned Factory, Han's Laser Smart Equipment Group Central, West, and South China Regional Headquarters, Xianhui Intelligent Central China Regional Headquarters Industrial Base, Pusisat Third-generation Semiconductor Technology Intelligent Industrial Base, and Cofoe Intelligent Medical National Headquarters Base.

At the work promotion meeting, the situation of "two lists and two increments" and the progress of related work from January to July were reported. The "two lists" refers to the list of manufacturing projects under construction and the list of manufacturing projects being followed up. The "two increments" refers to the increment in tax revenue of industrial enterprises above designated size and the increment in output value of industrial enterprises above designated size.

From January to July, 44.643 billion yuan of investment was made in the manufacturing industry of the city's industrial parks and zones, accomplishing 68.29% of the annual investment target. The output value of manufacturing enterprises above designated size reached 361.18 billion yuan, and the tax revenue of manufacturing enterprises amounted to 17.45 billion yuan.
