On July 31, the Hunan Provincial Department of Transportation announced that from January to June, Hunan Province completed 47.95 billion yuan of fixed asset investment in roads and waterways.

Key project construction has been steadily progressing. In the first half of the year, there were 21 expressway projects under construction, with completed investments accounting for 55.8% of the total transportation investment during the first six months. Jingzhou–Liping Expressway and Baicang-Xinning Expressway have been completed and opened to traffic. Efforts have been made to accelerate the construction of Zhijiang-Tongren Expressway and Guanzhuang-Xinhua Expressway which are planned to be opened within the year. The construction of the Xiangjiang Waterway and Yugong Port is in full swing, and the second phase of a waterway of the Yongzhou-Hengyang section of the Xiangjiang River has been basically completed. Half of the tasks related to rural road upgrading and transformation, rural road security facilities, and the enhancement of security on national and provincial trunk roads have been completed.

Road and waterway transport has continued to rebound. In the first half of the year, the total freight volume of roads and waterways reached 1.05 billion tons, an increase of 6.5% year on year; the freight turnover was 94.55 billion ton-kilometers, an increase of 3.2% year on year. The passenger volume of roads and waterways reached 140 million, with a passenger turnover of 8.56 billion passenger-kilometers, a year-on-year increase of 12.2%. Passenger turnover steadily recovered.

The throughput of large-scale ports fell short of expectations. Affected by the current complex international environment and insufficient domestic demand, the throughput of large-scale ports in the province decreased by 5.4% year on year. However, the differentiated toll policy for international standard container transportation on expressways continued to promote a substantial increase in container throughput at ports.

The Hunan Provincial Department of Transportation will make every effort to promote project construction, strive to complete 100 billion yuan of transportation investment for the whole year, ensure the completion of four expressway projects within the year, and start construction of six new projects. Additionally, four inland waterway transport projects will also start construction. Efforts will be made to promote the integration of transportation and logistics and vigorously support the construction of Huaihua International Land Port.
